Our Board of Directors

Tom runs our meetings, drawing on his 35 years of experience in the industry (30 of which were spent in the field working as an IBEW electrician). He holds a Journeyman’s License in DC and Maryland and brings a vast variety of expertise as a union advocate and member of several boards.

Tom also serves as Chair of the IBEW Local 26 Executive Board, Treasurer of Washington Metal Trades, Executive Board Member of the Metro Washington Council, and Chair of Tri-County COPE: PG and Montgomery. Beyond the electrical industry, he is a former Seafarer’s International Union member and merchant sailor.

Jeff is President of EMCOR Services Combustioneer. He’s also a former collegiate athlete, United States Marine Corps infantryman, and construction project manager.

After graduating from the United States Naval Academy, Annapolis, with a Bachelor of Science in General Engineering (Mechanical/Aerospace foci), Jeff served in a leadership role during offensive combat operations in the Afghanistan and Iraqi theaters. After active military service, he obtained a Master of Business Administration from Johns Hopkins University before shifting the focus of his studies to construction management, earning multiple graduate certificates along the way.

Over Jeff’s nine years with EMCOR, he has led projects representing over 20 million square feet of facilities and infrastructure, from public access to top secret.

William handles dispatching job calls, job referrals, and member services. He’s been in the electrical industry for 13 years and has earned his Journeyman’s license in Virginia, DC, and Maryland. Prior to working for IBEW, he was a Freestate Foreman.

Joe is the Business Manager for the IBEW Local 26. With 42 years of experience in the industry (17 in the field), he runs the day-to-day operations for the IBEW Local while serving as the Organizing Director and Financial Secretary. Joe holds a Master’s License in Maryland and Virginia.

Rick Steele is the Chief Operating Officer for Tricore Systems, LLC, where he brings over 40 years of electrical experience. As a senior executive, Rick coordinates and oversees the daily business operations of the Electrical Division, including estimating, project management, and
field supervision.

Rick understands the struggles many university students experience when they question whether they’ve chosen the right path for them. After studying at the University of Maryland, Rick realized he needed something different and enrolled in the Local 26 apprenticeship, eventually becoming a NECA Executive Management Graduate. When he’s not working, he loves to go fishing and boating.

Scott is the President at PerLectric, where he’s worked since 1993. As President, his primary focus is steering the company in a positive direction. He oversees everything from project bidding to material purchases and field management staff.

Scott is especially proud to have worked on the historic Department of Homeland Security Center, Wilmer Hale Law Firm tenant fit-out, and KPMG Tysons—which was the first base building new construction project the company was awarded. Prior to entering the trade, Scott studied Business at Stephen F. Austin State University.
